Regret my telegram under reference did not indicate clearly method of treating transferred officers on entry into revised scale.

It is practice to allow officers transferred to posts of equivalent atatus to enter scale of new post at point corresponding to length of service in previous post of corresponding grade,

Initial salary of officers go transferred to Hong Kong should first be calculated on old scale according to length of service in former post on 1st January 194T, and should then be converted to new scale as provided in conversion tables. Service subsequent to 1st January 1947 would attract full incremental credit in new scale.

Unless above is observed anouclies will arise as officers appointed to Hong Kong in future would in many cases be relatively better off than those at present serving there 1.e. they would enter scale at a higher point than officers with same length of service all of which has been in Hong Kong.

This will apply to all transfers referred to in paragraph 2 above and similarly to all new appointments where war service credit is granted.

Grateful to learn by telegram of your concurrence in procedure suggested in paragraph 3.
